Fluorescence is quantum mechanics you can see. When a UV photon (wavelength ~365nm) strikes a fluorescent molecule, it promotes an electron to an excited state. The electron relaxes back to ground state by emitting a visible photon — at lower energy, longer wavelength, visible to the eye. The gap between absorbed and emitted wavelengths is the Stokes shift, and it tells you the electronic energy level structure of the molecule. Every fluorescent material is a tiny spectrometer.
